✨11 - The Divine Counsel — Heaven’s Government and the Spiritual Realm’s Hierarchy

“God stands in the congregation of the mighty; He judges among the gods.” — Psalm 82:1 (NKJV)
“For by Him all things were created that are in heaven and that are on earth, visible and invisible… whether thrones or dominions or principalities or powers.” — Colossians 1:16 (NKJV)

INTRODUCTION: GOVERNMENT IS NOT MAN’S IDEA — IT’S GOD’S

Before kings ruled empires… before judges sat on benches… before presidents governed nations…

There was a throne in heaven (Revelation 4).

Order, rank, law, justice, wisdom, and glory all flow from the Divine Government of Yahweh. The natural world reflects but a shadow of the eternal, celestial order.

This is what we will unveil in Post 11:

  • What is the Divine Council?

  • Who sits in the heavenly courtrooms?

  • What are their functions?

  • What is man’s role in this government?

  • How did rebellion affect it?

Let’s begin at the top.

PART 1: THE KING ON THE THRONE — YAHWEH ELYON

“The Lord has established His throne in heaven, and His kingdom rules over all.” — Psalm 103:19

  • God is not just a Savior — He is a Sovereign King.

  • Titles: El Elyon (Most High God), El Shaddai (God Almighty), Jehovah Sabaoth (Lord of Hosts)

  • He sits enthroned above the cherubim (Isaiah 37:16)

  • Throne is surrounded by judgment, mercy, righteousness, and fire (Daniel 7, Revelation 4)

Throne Room Features:

  • 24 elders (Revelation 4:4)

  • Seraphim crying “Holy, Holy, Holy” (Isaiah 6)

  • Rainbow around the throne (covenant)

  • Seven lamps — seven spirits of God (Isaiah 11:2)

  • Sea of glass — purity and transcendence

Heaven is not chaos. It is governmental glory.

PART 2: THE DIVINE COUNCIL — GOD’S SUPERNATURAL ADMINISTRATION

“God stands in the divine assembly…” — Psalm 82:1 (CSB)

  • Hebrew: 'Elohim' = gods, divine beings

  • God governs with a heavenly host, not out of need but divine order

  • Like a Supreme Court, military high command, and royal courtroom

Key Council Members:

1. Archangels

  • Michael (warfare, Israel's prince — Daniel 10:13)

  • Gabriel (messenger — Daniel 8:16, Luke 1:26)

  • Possibly Raphael and Uriel (extra-biblical — 1 Enoch, Tobit)

2. Seraphim

  • Fiery beings around God’s throne (Isaiah 6)

  • Six wings, burning with divine glory

  • Cry “Holy, Holy, Holy” — essence of worship and holiness

3. Cherubim

  • Guardians of Eden and God’s glory (Genesis 3:24, Ezekiel 10)

  • Four faces (lion, ox, eagle, man)

  • Carriers of the throne (Psalm 18:10)

4. Sons of God (bene Elohim)

  • Divine beings that appear in Job 1:6, 2:1, Genesis 6:2

  • Participated in heavenly council

  • Some rebelled and became Watchers (1 Enoch)

5. The 24 Elders

  • Seated around God’s throne (Revelation 4:4)

  • Possibly representative of priestly and prophetic order

  • Hold crowns, offer worship and intercession

6. The Seven Spirits of God

  • Not seven separate spirits, but facets of the Holy Spirit (Isaiah 11:2)

    • Spirit of the Lord

    • Wisdom

    • Understanding

    • Counsel

    • Might

    • Knowledge

    • Fear of the Lord

These are not myths or metaphors — this is the governmental layout of heaven.

PART 3: FUNCTION OF THE COUNCIL

3.1 — Governance and Judgment

  • Daniel 7:10 — “The court was seated, and the books were opened.”

  • 1 Kings 22:19 — Micaiah sees Yahweh on the throne consulting spirits

3.2 — Strategy and Assignments

  • Job 1 — Satan appears to give report

  • Revelation — angels sent with assignments (trumpets, bowls)

  • Daniel 10 — territorial spirits, delays, and warfare

3.3 — Worship and Revelation

  • Revelation 4–5 — continual worship, scroll sealed and opened

  • Prophetic release happens after worship in the divine court

PART 4: EARTH’S CONNECTION TO THE DIVINE COUNCIL

4.1 — Prophets as Council Participants

“Who has stood in the counsel of the Lord…” — Jeremiah 23:18

  • Real prophets hear from the heavenly court

  • Elijah, Micaiah, Isaiah, Daniel — all saw heavenly scenes

4.2 — Jesus and the Court

“We have an Advocate with the Father…” — 1 John 2:1

  • Jesus is our intercessor and legal defense

  • Hebrews 4:14–16 — High Priest who gives us access to the throne

4.3 — Believers and Their Position

“Seated with Him in heavenly places…” — Ephesians 2:6

  • We are not bystanders — we are co-heirs

  • Called to legislate through intercession, prophecy, and spiritual warfare

PART 5: REBELLION WITHIN THE COUNCIL — FALLEN SONS

5.1 — Lucifer’s Fall (Isaiah 14, Ezekiel 28)

  • Desired to exalt his throne

  • Trafficked within heaven

  • Cast down and became Satan

5.2 — Watchers (Genesis 6, 1 Enoch)

  • Divine beings who lusted after human women

  • Produced Nephilim (giants)

  • Taught forbidden knowledge (sorcery, astrology)

  • Imprisoned in abyss (2 Peter 2:4, Jude 1:6)

5.3 — False Counselors and Rebellious Spirits

  • A lying spirit sent to Ahab (1 Kings 22)

  • Not all spirits in the council are holy — some are permitted to test and judge

5.4 — Territorial Spirits

  • Prince of Persia resisted Gabriel (Daniel 10)

  • Nations are assigned spiritual rulers (Deuteronomy 32:8–9 LXX)

Satan attempts to mimic divine government with principalities and powers (Ephesians 6:12)

PART 6: RESTORATION AND FINAL JUDGMENT

6.1 — Jesus Reclaims All Authority

“All authority has been given to Me in heaven and on earth.” — Matthew 28:18

  • Through His blood and resurrection, Christ legally repossessed what Adam forfeited

6.2 — Believers as Judges

“Do you not know that we shall judge angels?” — 1 Corinthians 6:3

  • At the end, believers will participate in cosmic justice

6.3 — Final Courtroom Scene

Revelation 20 — Great White Throne
Daniel 7 — Ancient of Days renders judgment

  • Every being, fallen or faithful, will stand before this court

  • No lie, no bribe, no escape

CONCLUSION: WHY THIS MATTERS NOW

We are not in a game. We are in a governmental war zone.

Understanding the divine council and heavenly government gives us:

  • Boldness in prayer

  • Accuracy in intercession

  • Reverence in worship

  • Clarity in prophecy

Let’s not live as spiritual orphans when we are seated with Christ in the divine assembly.

Let’s take our place.
Let’s hear His voice.
Let’s legislate on earth what is decreed in heaven.
